It generally speaking boils down to that fact that internet connectivity is never full reliable (from a consumer standpoint). Sure if you want to cough up the money for a T1, you probably get better phone service for $19.95/month... but that really doesn't make a whole lot of sence.
Even connections from home back to an office that doesn't have much load but is out on the internet is somewhat flakey because there is no QOS.
