Do you have any quality of service capability on your data network for prioritising voice?  With that volume of calls it could be a network load issue if your cpu seems to be fine.
What kind of interface are you using to the PSTN?

Every body is complaining about quality and cpu is around 80% idle.
 
Is there any tuning I can do???

Besides that, Asterisk normally goes down once or twice per day...
