Inserting a "w" did resolve the problem.  I saw another post from today where somebody else is having the same problem with a TDM2400P.  Hopefully someday Asterisk will be coded to wait for a dial tone.

* is probably starting to dial too fast. Try to add a w in your dial
string to make it wait.
Like : Dial(ZAP/g0,w${EXTEN})

w adds half a second pause. You can put more w to make it wait longer.
