That is a very safe statement to make. In the real corporate world, QoS may not always be required and depends 100% on the bandwidth actually available (not in use) between any two points. Also, I've seen a large number of corporations that do not manage their network assets very well, and any layer-2 box that is dropping large numbers of packets will cause less then acceptable voice quality regardless of whether QoS is implemented. As far as which switches support QoS... the majority of current switches that sell for more then about US $1,000 include some QoS functionality.
