I'm running pretty much the same config in Belgium.
Here's what I use:
zaptel.conf:
span=1,1,0,ccs,hdb3 # no CRC4 used here
bchan=1-15,16-31
dchan=16
zapata.conf:
[trunkgroups]
trunkgroup => 1,16
spanmap => 1,1,1
trunkgroup => 1,16
spanmap => 1,1,1
[channels]
context=incoming-pri
switchtype=euroisdn
pridialplan=national
prilocaldialplan=national
signalling=pri_cpe
group=1
channel => 1-15,17-31
context=incoming-pri
switchtype=euroisdn
pridialplan=national
prilocaldialplan=national
signalling=pri_cpe
group=1
channel => 1-15,17-31

Try your end with every different combination of settings applicable to
EuroISDN. I would start by removing the CRC4. Try something, if it
doesnt work, put it back and change another setting.
