Registration and authentication are not the same thing. Registration is required for the carrier to be able to deliver calls _to_ his system. It is possible though that if he is using a static IP, then the carrier saying they 'authenticate by IP' may very well mean that you are correct, that registration is not needed _either_ and they are rejecting the REGISTER request completely.
