I found out what the problem is.
exten => 12,1,Queue(12|tr) ; does not play announcement
exten => 13,1,Queue(12|t)  ; does play announcement

I reverted my queues.conf to read:
announce-frequency = 0
periodic-announce-frequency = 15

Providing the r flag to the queue call will kill the announcements,
even the position/holdtime announcement.
Is this a bug or on purpose ?

That depends. Has the channel going into Queue been "answered" yet
before you send it in with r ?
