Update... Thank you for everyone that replied to this. I received a new 350 today and plugged it in... Works great. Problem appeared to be the other phone.

But you said that plugging the phone in to a normal analog line from the telco worked ok? Let's just be clear on what we're saying here: If you take the phone in question and plug it in to a specific port, it rings continuously. If you plug a different phone in to the same port, the problem isn't apparent. If you play the phone in to a different port/line, the problem also isn't apparent.
