answer. Is "ANSWER" the status of the bridge between channels IAX2 &
ZAP ? or is it really the final status of the link ?

Zap channels consider the call answered once dialing is complete, ,
which complicates billing, and any hope of another action on a real no
answer.
The writers never made any provisions for lines that provide any sort of
answer supervision
