I agree with the channel bank approach,
and then just put inexpensive analog phones in the apartments, or an analog
base station with wireless handsets. That’s what most folks are used to
seeing in a residential setting. They don’t need Cisco phones in the

the apartments with phones. If you are looking at straight VoIP you will
