A few years back China relaxed the rules quite a bit. I'm not sure if they require that the PSTN interface cards be certified, but I have connected a number of offices in China to the PSTN using Cisco VoIP gear.
Since I had no desire to visit a Chinese penal institution, nor wished that on my Chinese co-workers, I made sure to get the telcos to explain the status. The telcos were not selling gear, only services, so there was no reason not to believe them when they said it was now permissible. Too bad I cannot say the same for India...
