Also BUSY != "BUSY" Remember, pretty much any place in Asterisk quotes are literal.

If you want to test if DIALSTATUS is equal to BUSY you want either:

GotoIf("${DIALSTATUS}" = "BUSY" ....

or

GotoIf(${DIALSTATUS} = BUSY ....
