No, it isn't true. Take a look at your TFTP server logs and see what files the phone is trying to download. My guess is it is probably looking for gkdefault.cfg then gk<MAC>.cfg .. The gkdefault.cfg file is a compiled file that tells the phone what image to download. If you have a CCO login you can download a linux app that compiles the gkdefault.cfg file for you. All of the 7900 series phones that I have boot up this way. I don't have any 7970Gs however.
