No, it isn't true. On this web page you can find explanation how to upgrade to SIP firmware. Use 8.0.2, because 8.0.4 doesn't register with Asterisk.

Ya, I used that as an example too when I started, so I have SEP<MAC>.xml.cnf but the phone doesn't appear to be requesting it. It's only looking for term70.default.loads.
