Users cannot dial 0 to get to the operator in voicemail.

Switched LAN, no problems w/ DTMF anywhere
operator=yes in voicemail.conf

When OGM is played, you press 0, nothing on the console. When it starts
recording, you can press Zero-Zero and this is what happens:
