You could do a 5 minute test to figure that out...
blah.agi:
SET VARIABLE testme "I have quotes!"
dialplan.txt:
exten => s,1,AGI(blah.agi)
exten => s,n,Set(regular=no quotes)
exten => s,n,NoOp(regular is ${regular})
exten => s,n,NoOp(testme is ${testme})
Voila.
I don't care to try this out to find your answer, but I'm sure if you
did that you'd get a response quicker than it took you to write your
question and await responses.
Please note this code is not tested and I don't promise it will work
without modification :)
