Surely not. Linux is intented to be used in proprietary hardware, applications et cetera. But, if I am not mistaken, if a device uses any GPL'd software, this must be clearly stated by the vendor, a copy of the GPL must be handed along with the device and you have the right to obtain a copy of all open source source code files involved in the project, for a marginal charge. Outright denial of the usage of Linux in such a device seems to not comply with that.
