Try setting AbsoluteTimeout() as the first parameter in your dialplan
entry.  Check it out on voip-info.org

I tried the following:
unload chan_zap.so
load chan_zap.so

That seemed to reset the offhook status without a reboot.

How do I access this in a dialplan or via the Manager?
