I am planning to develop an open source (GPL) queue statistic/analyzer.

Not sure about * 1.4, but you can definitely use our Qloaderd script to do that - see http://queuemetrics.com/download.jsp . That script is pretty smart (to be a loader script...) and is able to handle restarts and database disconnections. l.
