I'm not sure about the middle part of this message but the yellow alarm part makes sense because if the card does not see a T1 signal coming in, a red alarm is set. When a piece of equipment goes into red alarm, it will automatically set the outgoing signal to a yellow alarm. A piece of equipment seeing this signal knows that the signal it is sending out is not arriving. The X represents a cable break.
