Yes it is. However, this also depends on how you set up your dial plan and how you store phone numbers in your directory.

I have set up my Asterisk dial plan to understand and work with the "universal" phone number notation of "+<country code><area code><number>", which is understood by the mobile network as well. I store all my phone numbers that way, be they local, long distance or international long distance from where I am. This means I can select any phone number from my phone book and dial out via the mobile network or my Asterisk server, it just works.
