Actually, the 8 is correct. That config block is exactly the same as what's in the default sip.cfg for SIP app 2.1.0 in which Polycom provided the new DST rules. It also seems to be working on the 1.6.7 phones I have in service.
From the 2.1 admin guide: "Day of the month to start DST.
