In general, you're going to have better luck with a PRI. A lot of echo occurs at the point where analog lines are broken out of a digital transport. Also, from an economic standpoint, you *really*, *really* don't want to order 15 analog lines. Generally the rule of thumb in most areas of the US is that if you're ordering six or more analog lines, you might as well just buy a PRI, the way the price points are structured.

Plus, with 15 analog lines, that's a lot of termination hardware. And if you're thinking of putting it in the same chassis, expect possible bus problems / IRQ issues / etc. of the sort that are regularly discussed here.
