  One could certainly incorporate SER into the infrastructure of an IVR
system, particularly if it's distributed, redundant, or involves shuttling calls between multiple media servers.

SER itself, however, is a proxy. It is most emphatically _not_ a user agent (although it does have a registrar, but that makes it more closely resemble a session border controller in that application), and has no media capabilities whatsoever. It is the very opposite of Asterisk in terms of
the role it plays in a VoIP deployment.  Asterisk is an endpoint, while
SER is a conduit.
