This is the problem
$ /sbin/modinfo wctdm | grep honor
parm: fxshonormode:int
So if you actually need that parameter, it's called "fxshonormode".
options wctdm opermode=NEWZEALAND fxshonormode=1 boostringer=1 fastringer=1
