Wow, that's a generous offer. I like the idea of a blacklist for telemarketers. It's bound to be more effective than an RBL for spammers! One thing to note: this may end up being a non-US database. Here in the US, I've experienced great success with the www.donotcall.gov service. If you're in the US and haven't signed up for this service, I'd highly recommend it.
