Looks like your DTMF settings are wrong

I have an extension which looks like this (relevant part):
exten => 18,n,Goto(ivr,s,1)
[ivr]
exten => s,1,Background(zentrale)
exten => s,2,Set(TIMEOUT(digit)=5)
exten => s,3,Set(TIMEOUT(response)=30)
exten => s,4,WaitExten(15)
exten => 1,1,Dial(SIP/123,15)
exten => 1,2,VoiceMail(u123)
exten => 2,1,VoiceMail(u118)
If i call the phone number from outside i can use the digits 1 and 2 and
the "ivr" does what its supposed to do. But if i call the number xxxxxxx18
from an inside my network located voip phone the "ivr" extension starts but
does not react on the digits. It just waits for the timeout and closes the
connection afterwards. Has someone got an idea what can cause this?
