Looks like that the switch has a dial plan that does not allow you to dial this sequence directly and interpret all dialed sequence as a local call. (This is usually the function of a PBX but ...) What is this number 19173995791, any way? (and what is 212-85?) If you attach a phone directly to a channel bank, would you be able to dial this sequence?
