Unfortunately, if you don't make the laws (and so few of us do), doing business in ANY country can be a mixture of good business planning and good contingency planning. Legislation is always changing, and if you don't keep an eye on it and have a backup plan, you could very well end up blindsided by something everyone else has prepared for.
