i did some more digging.   the voicemails are stored under /var/spool/asterisk/voicemail/local/2000/  (for extension 2000) and my msgs are in wav and gsm formats. initially i had wav format and later on i changed into gsm. i copied the wav file and played on my local machine and i could replay my voice mails. The context in my voicemail.conf is local.
