RedHat's PERL doesn't allow suid. You'll have to turn of the "s" flag on vmail.cgi (chmod -s /var/www/cgi-bin/vmail.cgi) and fiddle with permissions.

"Premature end of script headers" means that there was an error in the script. Check the error log of the Apache server for more information. You can also try to run the script from the UNIX prompt and see if you get any error messages.
