Bilal, The '#' symbol is part of a root prompt, not the command. In fact, if you run a command in this way, it will not work because the shell will perceive you as trying to enter a comment, as one would do in a shellscript.
The Zapata modules have a series of interdependencies based on the logical decomposition of the code; it is not necessary that the zaptel module "do" anything from a functional point of view, as far as interacting with the hardware, for it to be a necessary dependency. It may implement certain global utility or API functions -- symbols the wctdm module needs to do some of its work and interface with the rest of the Zapata layer.
