So what is the problem with /etc/zaptel.conf missing ? It is needed for
rnning ztcfg, and you don't need to run ztcfg if you don't have any
hardware.

If you really must:

  touch /etc/zaptel.conf

Or maybe a generally better idea:

  zapconf

Which should also work for those of you with cards.
