Well, during reload all modules, including channel technologies will call reload(), so it is hard to tell if it is a bug or just that the channel driver is not ready to make calls when you ask to make a call due to the reload(). More information is needed. Does this happen with any technology, do you enabled ALL logs? if so, can you find any relevant ERROR, WARNING or something like that when the call fails?
