I know *that* problem, it *is* confusing indeed. From what I saw during past tests is that you should not have a "serveremail" option in your personal mailbox definition in voicemail.conf - if you do, then the standard message will be sent no matter what you defined above for from and body. You might also want to test if new voicemail users see a different notification message, I never got around to that...
