The code is there. Unlike all the distributions you have mentioned
above, it contains no propritary components. Thus someone might want to
re-integrate the same components on a different platform.
Lots of work, sure. But so is building a free software PBX from scratch.
I tend to give the benefit of the doubt to those who attempt to do such
things :-)
