T-mobile has a service in the USA for a few of their phones that will seamlessly move between WIFI and GSM. You pay based on where the call starts, if it starts GSM you pay for the minutes, if it starts WIFI, the call does not count against your minutes. But it's proprietary and costs $10/month.
