You can also cat /proc/zaptel/1 and parse the output of that.
This doesn't tell you if asterisk is happy though.
For that you could use the asterisk SNMP (sub)agent

I mean having cron (as example) execute a program that asks if the T1 
status is OK.YEL or RED?
