Afaik you are right. I don't think you can use HPEC with the Digium BRI card. Please correct me if I'm wrong. If you don't mind using some experimental stuff give OSLEC a try since mISDN/chan_misdn does support that and apparently OSLEC does a great job of canceling echo.
