You need the dev package. In this situation, try :

apt-get install apt-file
apt-file update
apt-file search mysql_config

you'll see that you need to install libmysqlclient15-dev as if you'd 
have used 
http://packages.debian.org/search?searchon=contents&keywords=mysql_config&mode=path&suite=stable&arch=any
 
, but the next time you'll know what to do.
