Because a local channel is a pseudochannel that just refers to a particular dial-plan extension, it does not necessarily include a call leg (such as the kind initiated by Dial()), and thus there is no inherent conceptual association between a Local channel and a codec. If you have a Dial() or other command in the dial plan extension referenced by a local channel, codec rules will apply based on the technology used - i.e. SIP channels will use a codec according to the rules for that peer as defined in sip.conf. But a dial plan extension can do many other things, such as, for instance, call an AGI script or set an AstDB value or something.
