Find (voice) Replace (Analog) for starters. Bottom line, without writing a book, is that fax and modem (analog) converted to IP (and back) at some point will be altered. There are a multitude of reasons that the audio is altered and to what degree is going to determine your success or failure.
"FaxOverVoiceOverIPOverInternet has neither low latency nor low jitter" is not a provable fact. I have very low latency or "jitter" to many destinations. It depends how many hops and how much traffic. A routetrace and ping can help you in those regards.
