Thanks Everyone for all of the help. We got the lamps working on a test 1.4 server. We will now try to port the changes over to our production 1.2 server.
Just like Sean wrote our 'general' section lines were not in the 'general' section. Now they are. I didn't have it set in the [general] section, only on the peers/users. If I had bothered to search the sample sip.conf file before hand I would have seen that.
