I'm glad I checked with Rhino on this point. My original understanding was incorrect. Bryce Chidester at Rhino said "The external port is to be used *instead* of the internal header in the event there is no internal header, or if you just want to mount the [failover card]externally". I also learned that the name of this device is the "Single Port T1/E1/J1, Ethernet and Analog Failover Card" sometimes referred to as the SPF (single port failover) card.
