Indirectly it comes from DIGIUMS Very Strong Advice not to put more than 1 QUAD T1 card in a * box regardless of the size/power/configuration of the box. As TDM is generally one of the more straight forward and widely used protocols for VOICE, it is not totally unreasonable the logical conclusions one could draw from that limitation. Mind you, those conclusions are not necessarily Valid, but, in absence of Standardized Work Load Metrics for provisioning it is sort of a amorphous gray area
