Whenever I try to make an external call I get "all circuits are busy" msg. Using the debug msgs the problem seems to be MGMT: SSTATUS: L1_DEACTIVATED I edited misdn.conf and set pmp_l1_check=no but that does not seem to help. I am attaching my configuration files in case someone has a better idea of what to try :
