That is utter rubbish. PtP mode is completely unrelated to how many numbers are allocated on the line. It is possible that 1-to-1 is a common implementation where an ISDN phone is being used, but that does not make it a requirement. A "SETUP" packet arrives and it contains the caller-ID (usually) and the called number (or a representation of it) - In PtMP, all devices that are interested in handling the called number then "fight" over who answers the call based in the received information, and in PtP, the one device decides what to do with the call whether it wanted it or not.
