I gave the sip debug command, and one of the lines showed:"Ignoring this request"
Can you log the SIP debug messages to a file and put it up on the web somewhere? Or do an ethereal capture or similar. It's very hard to say what the problem might be without a full SIP trace.
It's likely that you're generating the same transaction ID for each SIP INVITE or something silly.
