I have figured out what I was doing wrong. Although when I issued my action I got a good return there were problems with my action. One thing I needed to do was a newcat before I adding values. Would have been nice if I had gotten some error saying trying to add values to a non-existant cat.
In any event I have updated both the agent.conf and manager.conf files. Will try others to see how far I get.
