Only if the 'ptime' or 'maxptime' values offered are not legal for the codec involved; if they are supported by the codec, then 'ptime' is just a preference, not a demand. The endpoint accepting the offer is free to send packets of any legal size, but not exceeding 'maxptime'. -- Kevin P.
